If you are avoiding DLC stuff, then you might want to do a bit of research. As far as I know, none of the DLC content is actually marked as such in the Legendary Edition. Its all just mixed in with the normal game stuff (both missions and items).
That's why this frustrated me. The mission is obviously designed for a character that has completed the game and leveled up. It's like being ambushed by the devs when they add the DLC content without giving any indication that it will be impossible to complete with a new character. Arriving on the citidel for the first time Kasumi is the 1st encounter you have in legendary.
It IS possible, I've done it sorta mid-game, stop being an absolute baby.
BUT, I'm not that much of a ♥♥♥♥ to not give you any decent tips. The two best classes for Insanity as far as I know is Soldier (from what I heard from the community) and Infiltrator (the class I used to beat the trilogy). Soldier has all weapons available, and the Adrenaline overcharges weapon damage and slows down time. Infiltrator has an invisibility cloak that increases weapon damage when you fire at an enemy to decloak early. I used WAY more than once to get out of sticky situations. Combined with the Widow rifle and most enemies' protection goes bye-bye. Along with Incinerate and Biotic Ammo from Advanced Training, you could slap like a dumptruck if you wanted to.
You can use Kasumi's Assassination to either instakill or one-hit enemies' shields to help you kill them subsequently. Overload can be used against most enemies and especially against the oncoming LOKI mechs further down the mission and the finale boss.
The Locust WILL BE your best friend if you use a class that has submachine guns, it hits hard and is VERY accurate. Though only you should use it and wait until you get the Tempest further down the game if you ever beat the mission since the AI teammates you go with have perfect aim.
Other than that, stick to cover no matter what and only move whenever you're gonna get absolutely surrounded.

In all fairness, the devs did say the game would include ALL the DLCs. Got caught in the net you made yourself.
There is alot of enemies yes but so does the Mordin recruitment.
