You don't. This is not an open world racer... thankfully.. it's a dying breed. I cant' stand the likes of Forza Horizon, NFS Heat and all these open world races in which you spend more time driving around the map than actually participating in events. I miss games like this one in which you simply pick the next event from a menu and dropped right into it.

The interceptor gamemode is basically a freeroam 1v1 if that counts.

there should be a free roam mode, atleast the original had one. you press some button on the event map and you should be able to choose a car and drive freely around the map

There is free roam. You can just drive around map with your car and nothing more. But i dont know how to enable it.

Look at it on youtube. You can drive through world but you wont encounter COPS/Racers.
Well, on an X360 controller(presumably the same for an XB1 controller), you select the road/sector you want to start from and press Y.

Don't know what it would be on keyboard, sorry.

For Free Roam On PC it is CTRL on event Map.

I do think there was one game that did the whole "open-world racer" concept right: Test Drive Unlimited. Granted, I'll be talking from experiences that I had solely with the first TDU; but I think it did everything right. It gave you the ability to fast-travel directly to any event you'd previously found via your in-game GPS, and it let you select the car you wanted for the event when you started one up.

The only thing I could've seen being added would be an option to choose what car to go back into roam mode with, rather than being dumped back into roam mode in whatever car you last used. But that's just me.

I DO wish we could see another game like that, though.

I never play Test Driver Unlimited. But I really got burned by the latest racing games such as Forza Horizon 3 and Need for Speed Heat among others. Those games get so boring so fast. Like I said.. you spend 5 minutes driving to the other side of the map in order to participate in a 2 minutes race... and now they are turning those games into sandbox and populating the world with collectables. I still made through NFS Heat, but couldn't deal with Horizon.. after 20 hours or so I got so tired of it and couldn't go on. Not to mention you have to always drive with one eye on the mini map because those open worlds are built like real places, so there is no real easy way to quickly see where the track you are racing on want's you to go without constantly looking at the mini map just like a race in GTA or something.

I love NFS Hot Pursuit. They did build a consistent world, but the tracks are clearly defined and you don't really need to look a lot at the mini map (mostly to anticipate shortcuts).. all tracks are very straight forward and obvious to see where to go. And picking an event from a map menu is the best and most practical way. Imagine if you had to manually drive from the start point of each event.. .it's just too exhausting and waste of time. Sorry for the rant. I just miss the simple racing games from the past. Open world have been ruining them for me.

You couldn't really improve TDU's graphics without remaking the entire game, honestly. however, i've seen some early screenshots for TDU and it looked way better than the final game, but probaly was downgraded because of consoles.

There's good news for you though. TDU: Solar Crown is being developed by Kylotonn Games, not coming anytime soon but i hope it turns out good.

I do actually. I always wanted to play it and I was very interested in it back in the X360 days.. but then other stuff came out.. got caught up on other games and TDU ended up falling off my radar. But I remember seeing the reviews and trailers and being pretty curious about it.

Free Roam is totally boring in here. The world and the street layout are as simple and barren as it can get. There's no map either so good luck getting somewhere.
