This isn't based on that old archaic game that was little more than a racing sim.
This game is from Criterion, the makers of Burnout. You don't do Manual transmission and steering wheel in Burnout.
What would you need a steering wheel for anyway? All you ever do is go hard left/right or just a tiny bit left/right. The sensitive steering of a steering wheel is not needed an not even present in the game.
I've always had the impression that its more of a Hot Pursuit 3, following the vein of Hot Pursuit 2. It was one of the first games of EA's new doctrine of calling games from franchises just the franchise name without any numbers.
