...Delete "localization-string-tables-chinese(simplified)(zh)_assets_all.bundle"
from C:\Program Files (x86)\Steam\steamapps\common\Turbo Overkill\Turbo Overkill_Data\StreamingAssets\aa\StandaloneWindows64 maybe?
EDIT:
FOUND A FIX THAT WORKS (if the original solution does not work)
1-With game off, go here:
C:\Program Files (x86)\Steam\steamapps\common\Turbo Overkill\Turbo Overkill_Data\StreamingAssets\aa\StandaloneWindows64
2-Move the "localization-string-tables-..." files to a safe place (i created a subfolder called "TEMP". Leave the English one.
--> DO NOT MOVE THESE:
localization-assets-shared_assets_all.bundle
localization-locales_assets_all.bundle
localization-string-tables-english(en)_assets_all.bundle
3-Launch the game. Notice the menu is readable despite error text.
4-Navigate to the Language setting under "!!! 'menu_settings' !!!" and set it to English.
That fixed it for me right away.
5-Close game, put all the files back where they were. Launch game. Enjoy!

What is with people threatening to refund a game because someone can't help them within 10 minutes? good lord my brother in christ, have some patience.
lol what? Your loss. You gotta be trolling with such next level impatience even with temporary workarounds and the dev already on the case. XD
Its because when games make me do this, such as going into the files and moving stuff around, it just isnt worth it to me. There are games where Ive spent literal hours trying to get to work. Think Insurgency Sandstorm, Pavlov Vr. I just dont want to mess around.
Why cant a game I buy work in my language? I purchased it in the USA so why isnt it default to US? I would expect if I was in a Spanish speaking country it would default to Spanish?
So am I wrong for thinking a product should work out of the box?
Either way I was able to fix it and rocking the game.
Understandable. No one likes bugs, esp when they interrupt your first experience. But this isn't abandonware. The game has been working great and just had a unexpected/easily fixable language bug on release.
The dev is the one who posted this thread to let us know. I found a second solution that only takes 20 seconds to do. It's actively being updated.
Glad you got it working so you don't have to miss out on the fun.

1 go here: C:\Program Files (x86)\Steam\steamapps\common\Turbo Overkill\Turbo Overkill_Data\StreamingAssets\aa\StandaloneWindows64
2 move only the non-english language files [ie. spanish, chinese, etc] (don't delete)
3 start game and chose your language in settings menu
4 put files back
DONE
Looks like it got updated today though so hopefully you don't have to.
This might be a good workaround to keep in mind for other games if this ever happens
