I am playing with friend who have PC from 2013 and he is playing on low 30-45 fps
Another one got PC this year worth 3000 dollars and have around 90-150fps

Yes, you can make the occasional mid-development optimization tweaks but for most games the final stage of development is optimization.
So what you are saying is you did not read the patch notes...

some people have hardware specific issues like im having driver crashes when my pc goes to sleep been getting no word from amd about it but other users have been having the same issues just cause your rig is fine doesnt mean it's the same for everyone
If you bought a trash pc, don't. Build your own instead.
If you built this pc yourself, don't. Buy some good pc instead.
Whatever you do, don't do what you did before.
This games runs on DX11.
Maybe there will be DX12 support in the next months hopefuly
