Early game you can use it to loot villages while they stand around looking and pointing at you.
If they're already pissed off at you because you keep killing them, it stops helping.
I imagine if you already have 100 aggression with them then their "anger" values outweigh their "fear".
Like what has been said already, in the early game the mask has a noticeable affect on cannibals and I think it will always have some kind of affect on the mud men who start out with something like 20-30 points in their "fear".
The cross is for a different type of enemy at the end of the game. Not for your average surface dwellers.
It worked for me.
