Mujina Soul Core. Always works?

Hey guys! Does this ability always work and it has a ~60% to copy an ability from a Yokai or does the ~60% chance mean that it sometimes do nothing? Im guessing it has some standard attack but also a 60% ish chance to copy an ability from the Yokai you attack?
