I may be wholly mistaken, but in Nioh 2, I didn't observe diminishing returns.
A ninjutsu centric build I think is viable, though there may be aspects to it that will make it feel less ninjutsu-only. Such as using melee weapons, yokai skills, guardian spirit talismans, or dipping your toes into onmyo magic.
One build consists:
Guardian Spirit: Neko guardian spirit (throwing damage, anima bonus (ninjutsu hit)
Soul Core: Otakemaru, afflict multiple elements
Gear: 7 Omoikane + 6 Marici.
Or some pre-NG4 alternatives, 5 Flying Kato + 7 Daikokuten Grace. The extra slot can be used on almost anything else. A 6th Flying Kato piece if desired.
Gear Passives:
* Shuriken & Kunai on each armor, inherited from glove inheritables.
* Untouched Ninjutsu where possible, though I would recommend not using your one-way / orange inheritables until building your final armor set (e.g. Depths or when you say, "This is the last run I'm going to play of Nioh 2 as a ninja indefinitely.").
* Ninjutsu Power where you can. I think there is a light Shinobi armor that has +backstab damage that works well for this, especially if you can slip behind the enemy before going on a throwing tirade.
* Accessory with Set Requirement -1 such as the Yakasani Magatama you receive from clearing Dream of the Strong's main campaign final boss.
* Accessories with shuriken & kunai damage, ninjutsu power, and untouched ninjutsu where possible
Jutsu: Fire Shuriken, Poison Shuriken, Storm Kunai, Kunai, Shuriken, Caltrops, crap coin for anima and ninjutsu hit effect, feathers and bombs can help out a lot with damage and would recommend replacing poison shurikens with feathers if needed
Tactics: Try to use shurikens, kunai, poison shurikens (apply poison for a little more damage), fire shuirkens (apply scorched), and melee to build up anima. Once you have enough anima to call Otakemaru, do so, get those status effects going, then once you see the Confused damage bonus, try to deplete the enemy's ki however you can. Kunai was my choice at the time. Then once the enemy's ki is depleted, unleash feathers if you slotted them. If you slotted storm kunai instead, try to get behind them and storm kunai them until they start to replenish their ki. Re-apply Otakemaru, repeat until enemy dies.
The Caltrops are there to slow some mobile enemies down. Getting a chance to apply Electrified if you have imbue lightning on the weapon or using an active skill with the arcana of thunder + shock accumulation can help out to slow enemies down a bit.
And then if you're looking at later difficulties, keep an eye out for an accessory passive "Sloth (Ninjutsu Hit)" as this will give you much more time to stay on the offensive.
Build does fairly decent I thought on yokai bosses that weren't Otakemaru. I don't have enough experience on human bosses with this particular build now that I'm reflecting on it. If you're using fire shuriken and they block the initial hit, try to get close enough away to bait an attack or something that will cause the enemy to drop their guard before the shuriken's explosion goes off. You might need to throw two to get the burning effect started.
Hope that the stats only are kind of glitched and show some false numbers. I rushed straight to 200 Dex and i´m omw to get 100 skill, only need to find the headpiece of flying kato in ethereal, so that i can drop iga ninja. Of course i run the Nekomata spirit.
I have untouched N. on every slot and kunai on 3 + 2 with throwing weapon damage. I also use the flame dragon ninjutsu, just because its badass. I sprinted through the base game, because I already have a "main" save, this one is only for ninjutsu, so maybe im just missing a lot of levels for now :D.
