Courage is really good for some builds and when paired with Heart, it's pretty amazing. Heart is absolutely game changing if you're on the dot with your perfect ki pulses, there are some combos you can do over and over again without losing any ki. These two with a purity weapon all work together really well.
Strength, dex, magic, are more situational and personally, I wouldn't even recommend them since dex and magic dyad isn't too big of a deal. And Strength's ki pulse on block, while good on paper, can be produced with just a purity weapon.
Constitution (amazing survivability paired with life regen / leech effects and damage taken halved (unscathed) / -damage taken mid-attack)
Courage (VERY noticeable on ki-hungry weapons such as Fists or Tonfa, but is always useful)
Good:
Magic (basically guarantees you'll only need one, maybe two rebuffs in a boss fight; basically top tier but not as useful if you spam pew pew magic or if you speedkill bosses in 60 seconds)
Stamina (strong effect but requires you to build for 20% equip load or 350 toughness which can be tough)
Skill (great if you use Tonfa, eh otherwise especially since it doesn't stack with Extended Dodge Invulnerability)
Not as good:
Strength (ki damage bonus is only 10%, ki pulse on block w/o purity is ok)
Dexterity (Concealment doesn't buff feathers, the best thrown ninjutsu, so it is b00ty)
On my scrolls I have Constitution, Magic, Courage, and Stamina.
I am a tank Onmyo user. And you will be surprised at how much damage I can do.
Read below for quick notes on my take of the ults.
Constitution
I have a tank build so this is lovely. Helps me with burns etc. This is by far the best one you want if you are going for an untouched build or unscathed.
If I have a star heal when using active skill it keeps me alive and in the regen phase.
Str
Use for Ki destroying builds
Courage
For aggressive fighters / long combos / big draining stamina moves
Magic
Is a must for any Onmyo user (untouched unmyo is your friend here)
Dex
Is a must for any ninja build (untouched Ninjustu is a must)
Skill
Some builds get more damage from dodging etc.
Heart
If you can keep switching weapons or are extremely good at flux then this is your friend for non stop attacks.
Stamina
I have a tank build, so I prefer not to be interrupted when I swing. Supposedly good for light armor users as well.

Now rhat i read about this topic and scrolls, do they get to be changed or once selected it is permanent?
P.S: i was always a hardcore fan of flowing shadow since nioh 1, and had ryu hayabuso dragon set with some modifications in nooh 1 to benefit as much as i can for sword only build as it was my only way to go with my style.
Now that nioh 2 system is different in skills ( weapon skill points and such ) im a bit concerned about scrolls if they were permanent once applied or can be changed.

Ultimate: Constitution, Courage and Magic. Rest is just flavor and placeholders.
Magic is build specific but Constitution and Courage are pretty much meta stats regardless of build. If you don't have those two stats sitting at 150 at least, you are doing some odd builds in my honest opinion. Not saying that you can't play the video game in the highest difficulty (Depths and whatnot) without those stats being 150 at least, but you are making your gameplay experience rougher.
Playing below 150 Constitution makes you more fragile than glass (and we are by default made out of glass) in end game so it's kinda given you sit at 150 Con at least. Also this sums the rest for Constitution:
Ultimate Constitution is the cherry on top for becoming almost invincible. I mean end game still shreds you if you sneeze in the wrong time but with Honda clan or Oya + good HP bar and bunch of health regen and drains will top you back up to 100% so quickly that sometimes it almost feels you are invincible.
Courage on the other hand speeds up KI recovery when leveling up and the Ultimate gives you a good chunk of KI reduction when attacking. This is from wiki, haven't confirmed the numbers but it ''feels'' accurate to me: ''Reduces Ki consumption when attacking by 20.0% and weakens the effects of status ailments that slow down your Ki recovery by 50.0%''. Huge value.
KI bar is your primary health bar in Nioh. If you run out of KI during attacking or defending yourself, you are most of the time dead. Total actual HP and damage reductions, life regens etc are there to give you a chance to regroup yourself from your mistakes, but KI management = life and death in Nioh in my opinion.
Ultimate Magic is a no brainer if you are planning to use Onmyo in one way or another be it caster or spellblade.
