How to get new survivors?

After 5 years only got 1 new survivor, is that normal?
Can you still get new survivors in expeditions after x amount of years, or can you only get them within time limit (Crash Landing scenario).
Its depressing me in a big way I cant find new people :|

There will be one that walks in. After you build the balloon, there's at least two limited time event on it.

Was able to fix this on new map with rules selected and applied seed that guaranteed survivors. :)

This isn't exactly true...

How you get additional survivors depends on several factors, but it's mainly the scenario, the game seed, and RNG.

• In the Crash Landing scenario you can get new survivors via some of them walking up to your camp from outside, or via certain Expeditions. The map Seed and random chance determines whether or not someone will ask to join your group. You're not always guaranteed to get extra survivors, but the chance will increase if you're using certain seeds.
  
• In the Trading Outpost scenario, you can get new people added to the group via the Trading Pod. It lets you hire additional workers for your farm. You're not always guaranteed to get a response on a job posting, but you should eventually
  
• In the Military Outpost scenario you start with 6 people, and you can't add more people to your group
