So, what is the meaning?
Is that a priority and if it is possible, always store there, otherwise, I don't care?

I use it to have a work supply near the station and store the rest in a stockpile or other. When the work supply runs out i set the surplus to empty, that fills the work storage. And then i allow storage in surplus area again.

Others use it differently.

Yes, it works like you said. Items go into that storage first until it's filled up.

I always put this on my wardrobe so that clothing and weapons go there instead of cluttering up my shelves. I also put it on my freezer with the "one slot per allowed ingredient" checked so that I always have a variety of things in there.
