It may also not be prioritized highly for anyone except Hope (I didn't check that).
Using it to treat humans is more costly than treating them in their beds in most cases, because it uses medkits for all healing, even if healing balm or anti-biotics are sufficient. So my guess is the behaviour may be intentional.
If you want people to use it you can give them the order manually. I use it for emergency treatment (people bleeding out), and let them do their normal thing for everything else. Hope seems to go to the medical bed on her own quite reliably though.
just make sure the drones didn't fill it with only repair parts,
i keep half health kits, half repair parts on that just in case.
The automaton doesn't fail but it is slower than the humans at healing as far as i could see.
I was pretty thorough about making sure that all of the mods I use were properly up-to-date for the game patch, but I could have missed something.
