Stairs and Ladders

Hi guys, I'm on my way to rescue the last survivers in my first complete game (after some restarts due to game mechanics) and have some time to look for "things".
I build a two-level-building. It has a stair very near to the entrance to keep the way to the upper floor short. It also has two balconies for snipers. With that balconies I've never saw one of my survivors used the stairs, there always use the "builders ladder" to reach the upper level, entering via the balcony's doors.
From the game mechanic I ask myself, if stairs - that take quite a lot place to build - have any meaing, if you get a faster entry by building a balcony.

From the storytelling view of course this is some kind of bug.

If the stairs are too far away from their destination, they ignore the them and instead pull a ladder from their pocket instead. One solution is to build more stairs or to use elevators.

Put a fence on the edge of the balcony and they will use the stairs.
You can snap the fence to the grid lines by pressing F once you've selected the fence.
