Report a translation problem
Try the roof first, then add the staircase.
But i just made a 2 story building with stairs. I build the ground floor with ceiling and then the stairs. Then i build the walls and ceiling for the second floor and it works nicely.

Edit: I can take a guess what went wrong though.
Have you build the stairs on the ground floor first before you have build the ceiling of the first floor and then went on to build the second floor perhaps ?
If so, Seven's build order is applicable. Build the ceiling for the ground floor first, then build the stairs and then continue on the second floor.
If you build your stairs along the inside of the first floor wall though then there will be a spot on the second floor they can't reach. In such a case follow Seven's second advice or just remove the stairs while someone is on the second floor and replace it. The outliner for the stairs allows people to go up to the second floor still.
