On the topic of them changing clothes on their own, i reckon their tolerance level ( in the equipment screen ) determines if they grab new clothes perhaps.
I am not sure about that though as i usually try to manually make them change clothes when i see them worn down.
Anyway, you can let them wear that shirt until it falls off if you want to. They might complain about old clothes, but it doesn't actually give them a mood debuff to wear it out. Just depends on if you want those few scraps of cloth back or not. Might want to make sure they're dressed before a raid though.
I never noticed that. An advantage of playing with solo survivors I guess.
