Stuck at 4 survivors-Hope scenario

Is this normal to happen playing with the Hope scenario?

I have restarted the game 6 times, waited well into the second year every time and I never got any plus survivors, no usual expeditions pop up, no walk ins. I had the thin and thick smoke like once, but no extra survivor. Also, I have much less expeditions than usual.

Every time it was a different seed.

Odd, use any mods ? If not then i have no idea why you wont find anyone in various seeds. I played that scenario once and it was ok i think.

Playing Sobrius on seed "MAKE-HAVY" I got "Another Rebel" event (walk in) day 8.
Using the additional events mod, I got additional walk ins day 4 & 6.

I do, but only cosmetic mods,. like decorations.

Have you built a trade pod? I think that was the catalyst for more people to randomly join up in this secnario.

Thank you for that suggestion. I built one and I had inmediately 1 character joining. Quite late though because basically I finished the scenario with 4. But its good to know for the next.
