Make sure the recipes are in order of required skill level, from lowest to highest, if you are queuing up recipes for which your cook doesn't have high enough skill. If the top recipe requires a skill level that no one can make, and is pending "awaiting resources", it will just sit idle. Survivors do not go down the list in a recipe queue to find things that they are able to make.
This is true for all production benches, not just ovens.
Also makes sure your assigned cooks and the oven are in the same work area if you use area flags. Survivors will not use it unless it has the same work area as they do. Even "global" devices will only be used by "global" survivors.
Then I'll simply "move" the bench, and bam, everything kicks off.
It seems similar to the glitch where if you reconstruct a power pole it disconnects until you move it. I've even had perfectly fine and untouched poles disconnect, and have to actually move it closer to another pole to make it reconnect.
@Jaggid Edje covered most of the usual suspects; just keep moving the bench in your tool kit of trouble shooting skills too.
