Report a translation problem
I use the teleporter mod, so the problem will go away once I can build teleport pads. But that's a ways off. I play with 50% research speed, so it takes quite a while to get to the point where those are feasible.

Edit: to clarify, the whole thing has ceilings, just not on the tile right above the top of the stairs. It won't let me build one there, for any of the stairs.
Stairs have a big underground part and that prevents a ceiling, that also has a foundation part attached, to lock with the floor level.
Stairs just simply don't seem to work indoors, at all, since the last game update. Even if you are only building one floor.
My solution has been to just not build the stairs at all, seeing as survivors go up a small height change on the same story without them. But it looks stupid. LOL

Still works.
No hole in the roof.
As i showed in the screenshots, i build the roof first and then the stairs.
This one i took now from the inside so you can see both the stairs and the ceiling from the roof.
I held the cursor on the roof tile above the stairs.
Could you perhaps screenshot that hole in your roof ?
That could be the reason the roof wont snap after you placed the stairs ?
EDIT> If you are trying build new ceiling over existing stairs than I ahd the same issue (never with new building but with change/reconstruct)
Can sovle it samnw way as I did - build another stairs elsewhere, fnish the ceiling and roof where you need and than build stairs under it.

The stairs then wont fit in the lower front room. Unless i want holes in the ceiling.
I did go 2 height increments for each tier.
Thank you so much for that last response, I thought something was broken in my game because of seeing something entirely different from what you showed previously.
