Report a translation problem
The other option is for her to go down to 9 intellect and no final big wave but you have to work her up to 10 intellect again.
If this isn't triggering (it should be immediate), you have some sort of bug. I believe there's a bug where this 100% happens while Hope is on a balloon expedition. So -- reload an autosave and don't send her on the expedition if that is the case.
I suggested this in another thread, but no one ever indicated whether they tried it or not.
Try to continue playing to see if it comes up down the road once she is back home. The way story bit events are triggered, it's possible they did set it up so that isn't a game-breaking situation and just takes the game cycling through more ticks to show up.
If Hope reaches 100% sentience/level 10 Int in an expedition or "off-screen", she won't trigger the end combat event. I've let the team know about this and it's being looked into.
