I have, though I was trying to balance her development. I think she's a 7 intelligence or so, similar for physical and about 4-6ish in everything else right now.

To get her higher, you need to keep raising her Intellect. She hits sentience of 100% when she hits an intellect skill rank of 10. Totally cut and dried like that.
Skills lose xp (though they will never go down a rank), if not used frequently. Which is why you aren't advancing. You need to do research (or any other activities that reward intellect xp) for ~5 hours per day, minimum, to keep from losing any xp.
When you reach intellect of 9, she'll be at ~71% of Sentience. Basically nearly 30% of the total sentience progress is just the xp required to go from skill level 9 to 10.
+1. Or ever have the low Intelligence character go on the weird 'you now have 10 INT' expedition. Happened to Emelin, so I just made her / Samantha my chosen researchers. At this time, Hope was about INT 7, but was 'lagging' in other jobs so I was building up her farming, construction, etc.
And then Emelin cleaned out all research. Hope is stuck around INT 8.5 and the only way she can grind up INT (as best I can tell) is playing video games for leisure once per day.
Hard, hard pass. I'm done with this playthrough, INT is the ballgame with a Hope playthrough and I just slowplayed her research too much.

in late game the varied task debuff is a bit of a pain to handle they need to take a look at that.

I just thought it was worth mentioning, in case no one else noticed, that whatever you picked for her "Database" when you get that choice, not only raises her sentience when you perform that activity. It also raises her Intellect skill.
So if you picked the crafting database, then her Sentience AND Intellect skill is raised when she crafts.
I'm on my 3rd playthrough of the scenario right now, and just mho, but farming is probably the best database to pick. You can keep her active on farming tasks as much as you want, with 0 requirements for resources or storage and minimal micromanaging.
And I am watching movie after movie on my iPad wondering, when did this game get so boring? I've NEVER made it to year 6... I've always left the planet, bought it, or constructed and maxed out the relay...
Guess I'll start again and make sure Hope does all the research... but a little heads up would have been appreciated.
At some point you selected an option for a "database" involving a different skill. Using that skill works to raise her sentience (and her intellect skill). So if you took Crafting databases, have her craft. If you took the farming one, have her farm. etc.
You can get her sentience to 100% with that other skill. You just need to make sure you use it EVERY day for a minimum of ~5 hours. Because skills that are not used regularly lose skill xp. Which is what is happening to you.
I've finished the scenario twice so far and am almost done with my 3rd (on very hard), and I've never gone beyond year 3 to complete it. Specifically because of that database skill. In my current playthrough I have 3 other people regularly doing research, she's still going to get to 100% sentience before year 3 ends because I have her doing most of the farming and I selected the farming databases.
