Calling it doesn't mean it comes any faster.
There's a main "trade" cooldown but that's not very long, just prevents double ships etc. Then the factions have their own cooldown, like 15 days, or 30 days, smuggler might be lowest. Combined this makes 3-4 ships a year the norm. I believe calling a ship has a lower trade cooldown. When the cooldown is over it checks randomly and a ship should come pretty quick.
Also, when you call a ship there's some rng that no ship will come, it checks for 2 days or so, then it stops (without telling you!) so check the beacon now and then and make a new call.
This is what i gathered from some light modding anyway.
My best tip for some pure trade-play is to mod the trade ships loot-tables instead, which is also quite rng both in types of slots and amount. The scenarios are quite rogue-like by design - the game flaunts basebuilding and endgame stuff but you're really just supposed to leave asap. It does come with easy modding so there's that :)
