Sometimes I will keep important power switches in my battery room, but it depends on how everything is laid out.
My battery room exists primarily to keep a roof over the storage items, secondarily for the comfort of my survivors/traders/troops. I never bother with heating or cooling them, but I do add lights and the occasional window.
A typical battery room for me is 11x9, and will contain 20 batteries, plus storage shelves, two back-up generators, and a low-power circuit. If I need power switches, I put them in the corners.
On other maps I just use their bedrooms for excess storage because hydroponics aren't necessary.
