In crash landing it's pretty much rng if you find any through expeditions. It can cap you at maybe 6 or 8 depending on your seed or even go up to 12 and maybe beyond. I had 12 in one of mine.
In the Trader Scenario you dictate the cap to the number of people you hire via the pod.
In the military scenario you are capped at the number of people you start with. No option to find any or hire more.
12 would be amazing.
You can continue playing after you complete both the Military Outpost and Trading Outpost scenarios, essentially letting you survive forever :)
I totally agree with the OP - I'd like to see more emphasis on searching for other survivors (like in Frostpunk) and the % chance of finding one increased.
Could be a own scenario for this. Rescue survivors that each would come with its own challenges to overcome. This game have so much untapped potentional.
