Also make sure you have the right food. Dogs eat any meat raw or cooked. Or make slop at the workbench.
As for the starving dog, if it is still not eating after you fill the feeder, use the "lead" option to lead it closer.
There's a pre-defined wander radius for the animals, so they won't go much beyond that if they follow that parameter and for dogs it is not all that large.
I have found that they will wander far away if I don't build them a sleeping spot, but if I assign them a sleeping spot they do tend to stay pretty close. So also make sure their beds and the feeder are not too far apart.
