I'm sure you could do the same with solar panels but IDK if the utility is there.
What that'll do is just raise the foundation so they can put a turret there yes. But it's not on the roof, it's just a higher foundation
There must also be a way to access the foundation, to built and repair the turret etc, so remember to put some stairs to the top.
I've also read that some use just different levels of foundations acting as stairs (to save space), but so far I've just put a normal staircase from the ground to the top.
You could, however, build a very short building, with sections with very tall foundations with items on top to simulate the idea of items on the "roof".
(Also, if you do this, remember to build walls around said foundations to keep the "rooms" as actual rooms, and be able to place things like lights on them.)
Perhaps in the future we'll get an update that changes this, and I'm hoping if we do, it's a technology we can research that improves our building to allow us to do so.
