It does the same thing as if you had selected the survivors and then right clicked the radio, just another way to go about doing it. I personally find it faster to use the contact button, because when a ship arrives clicking the notification takes you to the radio, so it saves me some clicks. But either option works.
As for the rescue pods, yes it is RNG, and there is also a timer involved. (no pod option for x amount of time since the previous pod).
(Edited to correct "rescue pod"....I originally accidentally typed "cargo" pod).
But in the crash landing scenario contact is made to get people off the planet, not to get supplies. oh wait, yeah you can get supplies, but you want to leave as that is the objective isn't it ?
In the Trade Outpost scenario you contact a passing trade ship and offer trade for goods/tech etc.

I don't think it's a bug. I kinda think that the developers want your little heart to flutter when you see your orbital antenna rays lining up & you get a notification that a spaceship has been contacted. What better do you have to do than to find one of your survivors and order him to operate the orbital radio? You don't have to react instantaneously after all; there are a few hours of time available to have one of your survivors hobble over to the radio set & contact the space ship.
Just sayin'.
