Don't you need 2 microchips to make the soldering bench?
I am pretty sure you need a microchip to be able to research the tech to make them (I could be wrong). I was lucky enough to find 5 of them but if you are really unlucky you can dissemble your worn out high tech weapons. I had a small stockpile of laser pistols that I disassembled that gave me a nice little pile of microchips.
You very rarely get electronics from scavenging now. You need to research space ship deconstruction and then salvage the scavenged ships. This will give you electronics. (& cpus) Cpu you can also get some balloon expeditions.
As for survivors.. it's really just pot luck, if you are having problems, you could go into settings and make keys for Quicksave and Quick Load, I use F5 and F8. Then use the savescum methed to get new survivors. ie save just before, if no success, reload, leave an hour later.
Balloon should be one of the first few tech u want to.

It means reloading a save until you get the desired outcome.
With how the random seed works in this game, you need to try different survivors and different times of day until you get what you want.

A quick an easy way to find microchips is to dismantle any laser pistols you may have extra. You should also be able to get some from some expeditions, but whether you get any is up to chance.
I don't know anything about "microchips", but you can't get "electronics" from dismantling laser pistols. You get 10 "scrap," one "CPU Core," and one "Power Cell." Even if you dismantle the "Power Cell" you only get two more "CPU Cores" and some "scrap." Then if you dismantle your "CPU Cores" you only get "Silicon" and "Scrap."
If you want to turn that into "Electronics," you need a functioning soldering bench, which as mentioned, requires electricity.
I agree with others that the best way to get "electronics" early on is to salvage a spaceship wreckage after you finish scavenging it. It is also frustrating as can be that not every seed/start can research the ability to print them on the 3D Printer. That means, some games, you're stuck making them one at a time on a soldering bench or salvaging for them.
