That's not true as soon as you place more than 1 shelf. If you place 2 shelves side by side, you get a middle one, that means a capacity of 9 if I remember correctly. I'm not behind my gaming rig so I can't check the exact value, but the point is that stacked shelves are more efficient than stockpiles.
IE: At start I put all my food, weapons etc inside on shelves.
Stockpile is the things that weather better.
That is my style and why.
Basically, shelves hold more stuff but can't hold construction materials. Stockpiles hold everything, including construction materials, but hold less.
Wardrobes - clothes and weapons
shelves - everything else as long as they aren't 1x1 shelves.
I haven't figured out what can be safely left unroofed yet. I've seen just about everything in the construction mats category take damage after a while. It's best to make a shack-link warehouse either way.
You don't have to figure it : it's always mentioned in the description of the item. You even have the exact durations of conservation according to temperatures.
Stockpile - construction mats take 4 slots, so if you put a small item in there, which takes up 1 slot, then you can't put wood now because there's 3 slots left. Mark it as construction material only.
Chest - Good for non roof areas, I don't see any other good use for them, if anyone knows, tell us.
Shelves - Good for the rest of items. I usually plan a cooking area, so I surround the cook area with shelves marked for raw and cooked foods, so the chef just has to turn around for ingredients and not waste time delivering the cooked food. The eating table should be next to the cooked food shelf. The shelf that has raw grain should also be close to the oil presses, and oil gets put back on that same shelf or another very closeby shelf. Then the crafting table goes next to that. Depending on your base layout, this table should specialize in fuel and synthetics to minimize walking.
