That's what I thought when I got my first pod. In fact I waited for the 4th one before I decided to send one person home.
When the first pod arrived I was wondering and I waited for the 4th before sending someone. By that time I had a feeling it was one by one but I thought I would check first. It's an interesting twist and I'll be coming up with a plan on who to send last.

And this is the crux of the game. You need to spend time increasing each players abilities by having them do things they are not good at. Then when it is time to start sending you want to keep the most well rounded for last.
Cooking skill not important for the last person as anyone can cook a basic meal.
I always look at combat, construction, healing (that means Vivian can't stay since she can't heal) as the three most important skills for the last survivor.
I think it would be interesting to have a kind of Uber Save Everybody Challenge on that level.
Combat and Construction are definitely must-have skills for the last survivor. I did alright with Healing 4. I made sure to have a stockpile of emergency meals (50) in case something went wrong or the final pod took longer than I expected, so Cooking wasn't necessary at all. I kept Yokko for second to last just because, even with Crafting 10, it was taking her forever to make my spare suit of armor and rifle.
