is the Alien Brainwashing Machine expedition bugged?

I have attempted, via saves, to TRY to get the genius perk for one of my survivors. I have attempted 38 separate tries, all end up obtuse. The odds indicate 75% obtuse and 25% genius. After 38 tries I SHOULD have gotten at least 1 genius result.

Are you save scumming? Might be considered a fixed pre-roll already (event appeared and it rolled 0.3 for option 1 aka failed), unless you try another person. Might even be pre-rolled, locked to option, for all characters if different characters have same result. Then you have to wait for that event to appear again for a new roll...

The results are locked to the time stamp and will always yield the same result if you load a save.
To get a different possible result you need to visit at a different time.

What I did was find at least another brainwashing expedition, then take the Obtuse outcome on the first, then the guaranteed Genius on the second.
