Not sure about the main part of your question tho, sorry.
firstly u need to grow/harvast some grain, then u can research for oil extration.
after that you can craft vegetable oil from grain,
then u can research for fuel mixing.
you can craft fuel after the research is ready.
if you dont have enough fuel, u better keep some reserves for some important expedition events like thin smoke, campfire, rescue pod, signal rocket, and smoke signal.
these 5 are confirmed to be an event that has chance to give you extra survivors
As hinted at, I *can* craft fuel by now. Even was irritated about it because in the research result is the passage that it's that simple that just about anyone can do it, but when I try it, only my more experienced crafters are actually allowed to be doing that. A bit annoying, as said, I need those elsewhere.
Plus, having to give up my most experienced farmer (Rita *loves* farming) in the middle of wet season where I need all available manpower that *isn't* busy crafting on the fields is not very fortunate either.
So the real question here is ... can I stop these expeditions from coming by simply not having available fuel? :)
your question is a bit weird,
its just 30 fuel, and there is only 5 expeditions give you extra survivors that you must go.
you can just ignore those useless events like shooting star.
I'm new to this game. I have no idea what I'm missing if I ignore them. Hence the question. ;)

Not sure why people get an attitude when someone asks an "obvious" question, and realistically its only obvious because we've played it and noticed how it works.
To answer your question, you will just continually get expeditions, whether you have a balloon or not, whether you have fuel or not. They will pop up randomly, and they will have a day timer on them, which means you have to go and do them within that timer, or they just go away. There are a multitude of different expeditions, some better than others, such as armory cargo, signal flares etc. You'll eventually figure out which ones are which, but the ones you are most concerned for are the ones that are triggered by humans. Thin smoke, rescue pod, signal flare, etc. Those are the ones most likely to get you another survivor. Following that are the armory, cargo pod, etc. that have a chance of giving you good resources, clothes, weapons, etc. There are also some special ones that could be spoilery, but you'll recognize them when you see them, that can give you skill boosts to your survivors. Some of the time you have options, such as searching, putting out fires, leaving it alone, etc. If you do the options for putting a fire out to check it later, or saving it for later, then there is no timer on it, and you can revisit the same expedition site again to finish it, and it will usually have a number like Crash site x3 meaning you can visit it three more times before it goes away and you're done with it. There does seem to be a limit to the ACTIVE amount of expeditions at a time, so if you have a ton of them that you have visited but not completed, you seem to get less new ones, up to an amount, or at least thats what I've observed, and I started getting them more regularly again after I cleared off some that were sitting. There are other expeditions, such as shooting star, etc, that just give you metal ore, which with meteor showers, and ore on the ground, and the usually massive amount of scrap you can use for metal, isn't really worth the fuel.
Hopefully this helped you, and anyone else out that were worried that maybe they were missing out on something, or felt rushed to continually get fuel and send expeditions.
