It would be worth creating a thread in the suggestions subforum if this is something you'd like to see. They monitor that pretty closely.
The easy way right now is just put the stairs on the outside.. not inside. But it can be done.
This is true... there are a few ways you can trick the game into building something it normally tries to prevent you from building.
If you do that with stairs it really only works reliably with small elevation changes, and then after doing it the game will tell you that you have a hole in your room (and it won't heat/cool properly).
You can do it just for aesthetics, but I'm not aware of any practical uses.
I tried building a base once that had lighted and covered walkways everywhere, so survivors wouldn't get wet in the rain (as much anyway). They tend to just pick direct/diagonal paths to their destination and wouldn't stick to the pathways. So it was kind of a waste.
As others remarked before, this does not work under all circumstances. The most notable case where it does not work is when you want to build stairs down from your elevated ground floor (not from a ceiling) to the actual ground.
