From my outside shelves/storage areas to my indoors shelves/storages for the Winter?

All you can do is go to the storage menu and turn off storage for whatever you want moved or set to empty and dismantle and wait. Depending how you have things set and how many more important tasks you have queued it can take an awful long time.

I think the items inside storage cannot be moved at all, it can only be consumed. So when we select empty and deconstruct, it seems survivors are forbiden to fill it, they consume items until it's empty, then they deconstruct. is it right ?

Also bumping your Activities (in advance mode) priority to '1' for Delivery can help speed things up, to the detriment of other tasks for a while. Just don't forget to change things back.

When one stockpile is 'set empty' and the other allows space, basically if they are prioritized to delivery, but has nothing else to do, they'll move them from A to B.

This is the quickest way to empty unwanted storage shelves/stockpiles. If there are any other 'Activities' to the left of 'Delivery' that are also set to '1' the survivors will prioritize these first (if those actions are needed).

If you click on your outside storage you can choose what you want stored there. Unticking a specific group of items, and having open storage nearby with permissions for the same item, will have your survivors start moving things around.

If you want to expedite this, have someone with "Delivery" set to 1 in the Activities, and they should prioritise it.
