Unreal Tournament 2004: it's one of the sequels. It's a whole new Unreal Tournament game and it's fairly different from the original.
The Editors' Choice is a bonus pack for it (a free DLC if you may) containing new maps and vehicles.
They're both great games on their own. I don't think one is better or worse than the other, they're just actually different games altogether and I personally love them both equally.
However, if you want to start by one of them, unlike Expert Texpert (Choking Smoker) over there I would suggest to try the GOTY one first, since that's the original and thus the one that started it all.
Then you can proceed and also try the other one, which is also awesome, but in another way.
Or you could even get the Anthology pack and get, not only both of these, but also every other Unreal game (Unreal, Unreal II, UT1, UT2004 and UT3). But it all goes down to how much you really want to spend.

Now I remember.
The GotY Edition is the original first game.
After that came UT2004 which is kinda a modified sequel but it plays very differently.
Playing from the US. For UT99. A lot of the servers are 160+ ping.
I think UT99 is still the best game.
If you take into account the all servers tab in server browser, it also shows servers from a different game tactical ops.
