Is there an actual TRUE Online Co-op system? Remote Play is *not* true online Co-op

I've been really excited to play online co-op with someone for quite some time, but I'm pretty astronomically disappointed to find out that the co-op is ONLY when playing through Remote Play with someone, unless I've missed something.

I've looked through the Multiplayer stuff and multiplayer seems to just allow friends to explore your world together, which is nice and all but also isn't co-op. Is there truly no drop in and drop out co-op? Certain parts of the United States don't offer internet services which are good enough to support Steam Remote Play, so it's a pretty big bummer if there isn't a true online co-op system and I can't just play the game with ANYONE I want to via co-op since the bandwidth required for Steam Remote Play is much more than true co-op.

Yeah just found out only the raids are coop in the online mutliplayer. I really wish they add the option to do every fights together. I want to play all through the story with my friend. Please add it :)
