Can you capture the starters somewhere in the game?

There is a low chance of seeing the starters in a Rogue Fusion/Fusion Swarm/Unstable Fusion. After you have beaten all the captains, you also have the option to buy their tapes from Ranger Wilma at the HQ. For your partners' starters, all of them have a high chance to appear in fusions at a specific area lategame, and they also have a low chance to appear in other areas. Pombomb (Barkley's starter) is common and appears near the town, but also appears in that area.

All of the partner signature mons are easily available on a floating island next to the mountain. I think that might be postgame exclusive, however.
