Can't get Electromagnetism from Boltam

I've caught several boltams now, including ones located in Eastham Woods. It never gave me the ability to use electromagnetism. I've tried pressing R next to the electric overworld objects and nothing happens.

Anybody have any idea what I'm doing wrong or is this just a bug?

You should have gotten a special ability unlock screen when you caught your first Boltam. Maybe doublecheck your character's main page to see if the power's there? You may be hitting the wrong button too, so check your binds.
