From what I experienced, this happen if you don't take enough altitude. It seems like it have a small vertical detection range and if you don't fall fast enough it will have enough time to disapear. Also the ghost RNG is really bad (in the code it has something like 1% chance to duel you and not vanish) so I don't recommand that.
It's true however that if it spawn in a cave or high up in the world map it may be impossible to drop from high enough to start the duel. There is a last option if you're not relunctnant to use the debug console to force him to attack you (still need to find it first), i'll explain it if someone ask.
Do you or anyone you know have photo or video proof of actually fighting the shadow?
Or even a picture of the alleged cassette it drops on defeat that turns what you catch Astral?
I just hope people aren't parroting a rumor without having personally experienced it themselves.
A screenshot of the tape droped by the ghost.
I'll have to do some ghost hunting to drop the video
