Is it possible to get the other starting beast?

Basically the title. Curious if it's possible to get the other starter beast - would hate to be missing out on anything.

For that matter, is it possible to get a second copy of your starting creature? (to go the alternate evolution path)

You can get everything.

Once you become a ranger captain, you can buy both starter's tapes from the ranger hall.

You can also find both starters and their various evolutions in rogue fusions, though they're on the rarer side to find. I've had decent luck with finding Candevil's evolutions in the "flood the area" rogue fusions.
