Salamagus has the lowest encounter rate in the game apparently. It's very rare. You just have to keep at it.

I was grinding stars for a few hours and accidentally found him. Very low encounter rate. Fun beast though.

The absolute fastest way to find them is to go to the back cave in autumn hill and switch between the bullets and the first area in the jump puzzle room. I found all mine from the terracookas and alseers.
If you go from the front area, fight and defeat or run away from a bullet, then go back to the first part, you get encounters much faster.

Another tip: if you defeat a Bulletino with the upgraded Bulletino dash damage, its Self Destruct won't trigger.

Just wanted to say, thank you!
I found all nine of them pretty fast in the cave west of Mournington Station

Note that, if you have a quest board quest for something, that thing's spawn rate is cranked way up to make it easier for you. It's most obvious with non-Pombomb companion starter creatures, where their spawn rate will be the same until you get such a quest at which point you'll complete it with maybe one of each of the others appearing.
The best solution is bullet puzzle cave. I recorded two within 30 minutes.

Here is what I believe to be the fastest method: First, some pointers from my experience
• Salamagus only spawns as a partner to any of the spawns that occur at the entrance to the cave
- To trigger those creatures spawn, you must be far enough away so that the spawn area is out of sight
- It also seems that it must be out of sight for at least a short time (less than half a minute seems to get at least one spawn)
• So it is not necessary to fight any bulletinos. You can completely avoid them (which saves so much time and effort), just as long as you return to the entrance, there will be new spawns there

1) Using whatever movement options are available to you, go from the entrance to anywhere in the back of the cave and then fall of the ledge
-You will respawn at the start and there may be new spawns there.
2) Check the spawns for salamagus and repeat if there weren’t any
- This could take you around 5-10 minutes of just continually falling off of the back ledges and checking spawns, but it is so much faster than encountering bulletinos and then going to check

I hope this helps. I recorded 2 bulletinos for myself and was satisfied. If I ever want more, this is how I’ll be doing it again
