Hey, buddy, after you've just been handed a fusion right at the start "just because", and given that the whole "fusing any two beasts into one giant mega-beast" is one of the game's biggest selling points, it is weird that the game would then go "we're making this mechanic which was introduced in the first hour of the game into an endgame ability for this character. And we're not even going to tell you about it".
The issue here isn't that you can't use the ability, the issue is that you're led to believe that you can get it fairly soon for Eugene, like you got with Kayleigh, but it turns out that it actually takes a long time, and the game never makes that clear.
you don't even need Eugene to beat the landkeepers you find either.
The archangel is even like "Oh ho ho, maybe there's something deeper here?" and we the PC are like "No, that's not the case!" and then we fuse with Eugene.
The way it's presented however makes you assume that it's either a) a bug or b) tied to another quest. Either way, right now it's not worth it having him in your party. After all, if he can't fuse early, you're going to stick to a partner who can. And you're unlikely to switch partners later on for someone who only has one heart compared to the others.
That doesn't mean people are dumb. They're just disappointed. The game actually deters you from picking Eugene at all, unless for 100% completion. So either have him available for fusion earlier, or have him start with more hearts unlocked for all the time you've spent with him until then. That's got nothing to do with handholding.
This isn't even just a massive oversight from the developers anymore, they are literally explaining a core feature of the game wrongly in their own tutorial! What an incredible blunder. This needs to be patched ASAP.
Thanks, think I'll watch someone blast through Landlords to unlock Fusion with Eugene, and then cruise through the rest of the gameplay with him :)
