I even took him against an Archangel to see if that'd do it, but nope.
As Fortuna commented, you need to complete Eugene's quest in order to get the first heart.
I get it's not a bug, but this is my only issue with the game. Fusions is what makes Cassette Beasts very exciting, and early on I paired with Eugene and played like 4 hours without another fusion except the first one I did with Kayleigh.
I now switch back to her because I want to fuse. Locking fusions out of gameplay seems an odd choice, which would explain the reddit and steam posts asking why they can't fuse with Eugene. I wish I knew it before I started playing as I would've played differently (and regret is not a nice feeling).
Other than that, loving the game!
