How to get Cybil to spawn

I can't figure it out. I know where she spawns and I've got the quest for her, but for whatever reason I can't get her to spawn!

On the map tile next to the Marshes campfire. She's on a wooden platform.

I had this problem, I "solved" it by saving and restarting the game.

Yeah that actually worked for me as well.

I don't remember which it is, but sometimes it is because of a rogue fusion in the area taking up the area. IF you beat it, they should appear. IF not, a quick rest should do it too.

Saving and quitting to the main menu can do it too, as it can cause the rogue fusions to shuffle. That said, it might cause the same problem of one spawning in on the area.

Don't get why this bug where she just doesn't spawn still exists, seems she's the only captain that this happens with. Trying to do the rematch fight, I've beaten every other captain and it doesn't matter how much I rest at campfires or the cafe, doesn't matter if I go to the main menu and back in or even full close the game and restart she still doesn't spawn. Was trying for 30 minutes to get her to show up.
