Controller connection issues

I have confirmed my controller works no issue with other games but this one I can't get it to work :\ .

Freshly opening the game and pressing anything on my controller creates a pop-up, something about device change Nonect Controller. I see Nonect Controller in my Steam Input controller section. I've tried everything from disabling Steam Input to enabling it and changing layout profiles. If I try to use just keyboard and mouse, the keys work but the mouse does not :\ . WASD will work according to the ship orientation (facing right), but the ship will not rotate (mouse control) so it's pointless. Controller won't work and mouse won't work with kybrd/mouse. I'm at wits end.

EDIT: Mouse works during the initial menu where the background shifts. Inside game I can occasionally see an icon highlighted like a hover-over but no mouse pointer. Again, no ship rotation. Don't know if this helps.

EDIT2: I'm using an xbox360 controller. I notice others have had various controller issues.

Is anyone else getting this issue? Am I doing something wrong? Is there a guide somewhere to fix this?
