Re-Aim?

So I gotta be honest, the tutorial didn't really help me understand how Re-Aim works. Hit a couple targets in their weak spots? Gotcha. Now shoot at these arrows that point in the sky? It only worked for me once in tutorial and I don't know what I did to make it work. It's never worked for me in an actual mission. Can someone clarify what you're meant to do better than the game did?

You get an extra aim. Instead of holding down the button to “curve” your bullet, just press it once and you will be able to aim from where the bullet is in the air :)

Thank you! I'm playing on Steamdeck and I just couldn't get that second aim to trigger. Appreciated
