Besides what settings in compatibility mode would you have me run? Simulate Windows XP?
Hmm, yikes.
While games graphics have not improved much over the past 10 years, they have become much more demanding. While this is likely the fault of the programmers, you can only work with what you are given or wait for optimization.
How? I set the settings to lowest it literally made no difference.
A friend of mine even has a worse card than mine and his game runs just fine.
According to the official system requirements on the shop page I should run the game without any problems.
If anything I suspect the CPU only being able to effectively use 1 core rather than the card being at fault here.

Why do you want to run compatibility mode for window XP when you're on window 7 ?

Compatiblity while on Win 7 for Win 7? What difference does that make?
Anyway it's probably the reason of your performance issue.
My computer specs are very close to yours (my proc is slightly better, my GC is slightly weaker than yours) and I have no issues even on multiplayer.
So if you already tried all youtube tutorial to improve the game's performance, all left to try is to upgrade to windows 10.
How to force D11 :
Open the Library, then Right Click on and select properties on game you want to
force into D11.
Open Set Launch Options.
Write -force-d3d11 in the text field, then click OK.

Gonna let you know once I got around to playing it with buddies again how it performed.
Either move to Zorin OS/Pop_OS(Linux) or upgrade to Windows 10.
Coming from someone who loves Windows 7, you're doing yourself a disservice by staying on Windows 7 for gaming with titles from 2016+ & potentially leaving performance on the table.
I'm shocked that drivers support Windows 7 still, pretty sure AMD/Nvidia dropped it so it could be driver instability.

Well yeah, I knew all of that already about Win 7.
Here's the thing though: I just hate Windows 10 too much to use it.
Sadly I think I might be too dumb or it would be too much of a hassle to switch to a Linux based system.
But since the devs of this game put Win 7 in their system requirements one might actually expect to be able to run it on that OS normally, no?
If you hate Windows 10 THAT much you have two choice.
(Which you ignored me when I suggested installing a Linux Operating System, but we'll touch on that later)
Eventually give up gaming on PC, because the experience isn't enjoyable due to lack of support and eventually no developers using DX11 once Windows 10 is sunset.

If you haven't considered these options, which btw are free alternatives I suggested before but you ignored. You're not "to dumb" to use or install Linux, that is an excuse because you don't want to go that route to fix your problem & that's ok. Then you aren't serious about fixing your problems as you're effectively imo completely ignoring these very valid suggestions, while still being really determined not to upgrade to Windows 10 for free.
(There are plenty of guides telling you how to install or dual boot Windows 7/Linux which is not technical in the slightest, especially seeing as you ownb a gaming PC)

The choices are yours, you can be stubborn & complain or actually make a change for the better. At the end of the day we cannot help you any further especially if you choose not to accept the help of those who decided to invest time into you.

First off, that's the Minimum spec That's like saying a GTX 770 2GB should be able to play Ultra bc it's merely listed as running the game.
So the answer is obviously No!
(For one developers cant even get new Windows 7 keys bc it is unsupported; smh)
Alot of games will run on WIndows 7, bc it's not insanely different from Windows 10's source code which all Windows devices share. It is not the recommended operating system & not the operating system of any developer working on the game. They're telling you it works, and it does any problems you experience are entirely on you because your own Computer's CPU/GPU/MOBO drivers no longer offer support for Windows 7.
How are you going to fault developers QA because your drivers are out of date with theirs & your OS is set to a 2009 standard of desktop computing?
Not the fault of the developers for not being able to make your drivers perform better with their modern intructions or to update Windows 7's source code to be more modern.
They did not make this mistake with Palworld, which you can probably run, but they've stated clearly Windows 10 support is required at min.
