Thank you for your question about enchantment. Some weapons have the equipment skill such as Runic Barrage, Heal, or Berserk. And this is not the effect of the enchantment. If you want to have the equipment with the equipment skill, you can craft specific equipment or obtain it via defeating bosses or opening treasure chests.
By the way, when you use enchanted items to craft items, the crafted items have a chance to have some of the enchantment of material items. Please consider how to choose material items next time you craft!
Problem is tha forced enchantements will waste one of your enchantement slot with something useless and so is the last thing you want to do.
As of now there's only 2 wyas to perfectly enchant your gears and weapons: save scumming or mods. Anything else will limit you to 3 usefull enchants.
That's an active skill. You cant pick it as you please, it is bound to the specific piece of gear or weapon.
Essentially using your controller you can press the right stick in and this will bring you to the enchantments. Too many enchantments may boot some of the enchants off the list from your materials. Doing it this way can allow you to get 3 enchants of your choice and a durability +10 enchant by pressing A (Xbox) on the enchantments you want. This requires enchantment points. You can get 10 occasionally from chests and 10 from the statue of liberty but the best way is probably getting the points from opening up a supply pod 200. On a side note some things you won't be able to craft a 4th enchantment your after by doing it random since you might lack materials to do it in the craft. In this case I'd say going for the Durability enchantment would be more worth it.
By the way a lot of these are given by mobs and some by biomes you're in and often even that determines what the merchant will sell also as well as level for the merchants case. You may get random ones from chests or the gotcha machine too that you might not find from something else. Some enchants are boss only also.

You dont want +10 durability on any of them.
So it's either save scumming (save, try to enchant without any artifice, if it doesnt give the expected result reload your save and try again) or mod (there's a mod out there that let you pick any enchantements, there's no real limits to it but try to limit yourself to skipping the save scumming and not spoil the game too much for yourself).
Don't take things personal mate. Especially if it's not aimed at you.
Edit: All i'm saying is that I don't use cheats and I don't like it when people do (except for testing purposes) But if you do.. you might as well go all the way and not do save scumming.
But if you don't.. like me and my save.. deal with gambling or force enchants
Edit 2: Also don't bother with dual wield whatsoever as the Unlimited Fake Blades are still much more OP (5k+ attack power without any equipment on) regarding 1-hit tactics than any enchantment duo weapon you can make. Even if it's just for 3 uses. (The devs have fixed it somewhat but it's still OP asf)
So, it's quite easy to make the assumption that you are cheating.
You have proven the mind gymnastics you employ and not admit you are using cheats.
Btw. You didn't delete the posts at the item spawning mod. Maybe delete those too whilst you are at covering your own behind and acting all innocent now?
i wish the devs would work on it and make it easier to understand.
It is all done from the enchantment table with the enchantment tab. 10 enchantment gems/scraps/parts of the same name are needed to make one enchantment of the same name. An enchantment scroll can be turned into one enchantment scrap/gem. All the enchantment gems that came from enchantment scrolls are all in the enchantment tab.
In order to make short work of formerly very difficult OP bosses, the right lists of 4 enchantments for each armaments & armors are highly recommended.
