not entirely the point, it's part of a trauma-based brainwashing to create sleeper agents to engage in or start the Bay of Pigs Invasion in Cuba or be an attempt at an assassination on Fidel Castro. The night vision is more or less just a staple of the series and goggles were more than likely the best fit since night vision wasn't a widespread invention at that time and since they couldn't give a bunch of people camcorders.
