Everyone else can be put down rather easily with strong arm and the stun rig in general. He's the only one that can shoot through a brick or catch you when you're trying to evade from a distance. It makes health and stealth a much bigger factor. I especially find him annoying on Pleasure the Prosecutor. The downtown streets can against him feel especially risky.
Gooseberry has terribly annoying grabs so it's a bit hard to dodge around her. She's pretty easy to duck into darkness from though
Coyle is probably the easiest to get around his lunges and dumb struts. Sometimes at the end of the trials if you're trying to delay him (like kill the snitch) and he hits you it coudl screw with the stun rig plan, but its not that big of a deal relative to the other prime assets. Also, his electricity lets him see a little better so its a little harder to get him off of you in chase.
Gooseberry is next on the list purely because she is still technically a 1-shot on Intensive due to the bleed if you panic or don't have any means of escaping her in time to heal (originally when she first got her bleed, it would completely counter "Last Stand/Chance" due to the final tick of damage still going through)
Coyle is sadly the weakest of the two in regards of his ability when he does hit you and also has the least amount of stamina it feels like? I find him more often slow walking then ever fully springing vs the other two
That being said it really depends on the modifiers present.
Gooseberry with threat 2 or stronger enemy 2 can straight up do 4 bars which is always a fun time, with her command grab basically throwing off any attempt to dodge the swings.
However Franco with bleeding hits is suffering, though his AI can be a bit quirky when he can try to shoot you but you have good cover (He sort of stands there like a clown and shoots the barrel)
Coyle with frenzied enemies however... oh boy.
