Reagent Starter Pack loyalty discount question

Hello, I just wanted to ask about the loyalty discount. Was it meant to be permanent or limited time only? I played before launch and I saw the 50% off on the Steam page when the game launched but wasn't interested in it back then. I was thinking about it recently, but when I checked the Steam page again, it was gone.
